United States: Section 232 tariff at 50%

Proclamation 10947 raised the Section 232 tariffs on aluminum articles and derivative aluminum articles from an additional 25 percent to an additional 50 percent ad valorem, as of 12:01 a.m. eastern daylight time on June 4, 2025.

Proclamation 11021 provides that, for goods entered for consumption on or after 12:01 a.m. eastern daylight time on April 6, 2026, the Section 232 duty on aluminum articles and aluminum derivative articles applies to the full customs value of the imported product, regardless of metal content.

For the articles listed in its Annex I-A, Proclamation 11021 sets that duty at 50 percent, unless a lower rate applies under clause (2)(b), which covers certain United Kingdom products, or clause (2)(c), which covers derivative articles whose aluminum was smelted and cast in the United States.

The aluminum list in Annex I-A includes HTS 7604, "Aluminum bars, rods and profiles", and HTS 7608, "Aluminum tubes and pipes".

The same Annex I-A also lists HTS 7610.10.00, "Aluminum, doors, windows and their frames and thresholds for doors", and HTS 7610.90.00, "Aluminum, structures and parts of structures, nesoi; aluminum plates, rods, profiles, tubes and the like prepared for use in structures", so these are also subject to the 50 percent rate.

Proclamation 11032, effective 12:01 a.m. eastern daylight time on June 8, 2026, modified the Annex I-A list, and the Annex I-A it published still lists HTS 7604, 7608, 7610.10.00 and 7610.90.00.

European Union: anti-dumping duty under Regulation (EU) 2021/546

Article 1 of Commission Implementing Regulation (EU) 2021/546 imposes a definitive anti-dumping duty on imports of bars, rods, profiles (whether or not hollow), tubes and pipes, unassembled, made from aluminium containing not more than 99.3% of aluminium and originating in China.

The regulation excludes products attached (for example by welding or fasteners) to form subassemblies, welded tubes and pipes, and finished goods kits.

Article 1(2) sets duty rates from 21.2% to 32.1% depending on the producer, and the individual company rates apply only if a valid commercial invoice carrying the declaration set out in Article 1(3) is presented.

Under Article 5, the regulation entered into force on the day following its publication in the Official Journal, which was OJ L 109 of 30 March 2021.

On 27 March 2026 the Commission published a notice of initiation of an expiry review, which states that the measures currently in force are the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2021/546.

The notice states that the investigation shall normally be concluded within 12 months and in any event no later than 15 months from the date of its publication.

Under Article 11(2) of Regulation (EU) 2016/1036, a measure under expiry review remains in force pending the outcome of that review.

Vietnam: Decision 2531/QĐ-BCT (case ER01.AD05)

By Decision 2531/QĐ-BCT of 23 September 2024, Vietnam's Ministry of Industry and Trade (MOIT) extended for 5 years the anti-dumping measure on certain aluminum products, alloyed or not, in the form of extruded bars, rods and profiles, originating in China (case ER01.AD05).

Article 1 of the decision names only HS codes 7604.10.10, 7604.10.90, 7604.21.90, 7604.29.10 and 7604.29.90, so the measure does not cover all aluminum products, and HS 7610 (aluminum doors, windows and structures) is not among the listed codes.

Under Article 3 the decision takes effect from 3 October 2024, and MOIT's record lists it as effective on 03/10/2024.

In the notice attached to the decision, the anti-dumping rates set for producers and exporters range from 2.85% to 35.58%.
